Is Captain Carter from Doctor Strange 2 same as of What If...?

The character of Captain Carter debuted in the MCU , through an animated series What If...? Which explored alternate timelines within the multiverse when different actions were taken at key moments in the franchise. In the first episode of the series, Agent Carter was injected with Super Serum after Steve Rogers suffered a serious injury.
A live-action Captain Carter was featured in some Doctor Strange in the Multiverse of Madness marketing material, leading some to wonder if this is the same character as What If...?.
The Doctor Strange sequel offers no evidence of the idea that both the live-action and animated versions of Captain Carter are the same characters. Although they are played by the same actors and appear to be similar in their costumes and shield design, the film made no reference to the animated universe and story.
Although it is unlikely that Captain Carter's Earth-838's is same from What If...?. All of Earth's history is changed forever after that event, possibly setting up the world of Earth-838, due to Agent Carter's decision to take the Super Serum himself instead of Rogers. When Captain Carter arrives in the future, it is unclear how the surrounding world has deviated from Earth-616's original timeline.
It's possible that the Fantastic Four and the X-Men were formed as a result of Carter and Zola's actions in the past. what if...? Except for one more season of, the reappearance of Captain Carter in a future MCU film, or the additional exclusivity of Marvel Studios president Kevin Feige, Doctor Strange in the Multiverse of Madness has no definitive answer to that question.
